TO PROVIDE FUNDING TO MONITOR FINE PARTICULATE MATTER WITH THE DIAMETER EQUAL TO OR SMALLER THAN 2.5 MICROMETERS (PM 2.5) IN ORDER TO DETERMINE COMPLIANCE WITH THE PM2.5 NATIONAL AMBIENT AIR QUALITY STANDARDS AND DETERMINE DEDUCTIONS IN AIR EMISSIONS.
