DESCRIPTION:THE PURPOSE OF THIS GRANT IS TO PROVIDE FUNDING TO MONTEREY BAY UNIFIED POLLUTION CONTROL DISTRICT (MBUAPCD) TO ASSIST WITH NECESSARY DEVELOPMENT, ESTABLISHMENT, AND MAINTENANCE OF ADEQUATE MONITORING PROGRAMS FOR THE PREVENTION AND CONTROL OF AIR POLLUTION OR IMPLEMENTATION OF NATIONAL PRIMARY AND SECONDARY AIR QUALITY STANDARDS. THIS GRANT IS PROVIDED TO CONDUCT AMBIENT AIR QUALITY MONITORING OF FINE PARTICULATE MATTER (PM2.5). SPECIFICALLY, THE RECIPIENT WILL CONTINUE OPERATION AND MAINTENANCE OF PM 2.5 MONITORS, NOTIFY EPA OF ANY REVISION OF STATE AND LOCAL AIR MONITORING; AND PERFORM SYSTEM AUDITS. THIS ASSISTANCE AGREEMENT PROVIDES FULL FEDERAL FUNDING IN THE AMOUNT OF $100,047.00. PRE-AWARD COSTS ARE APPROVED BACK TO 4/1/25. ACTIVITIES:THE ACTIVITIES INCLUDE OPERATING AND MAINTAINING A PARTICULATE MATTER MONITORING NETWORK, LABORATORY ANALYSIS OF SAMPLES, OPERATING TWO SPECIATION SITES, COLLECTING AIR QUALITY DATA, UPGRADING EQUIPMENT AT THE EXISTING MONITORING SITES, AND PROVIDING STAFF WITH TRAINING. SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE ANTICIPATED DELIVERABLES INCLUDE ENTERING QUALITY ASSURED DATA INTO AIR QUALITY SYSTEMS (AQS), PROVIDING PROCUREMENT INFORMATION ON PURCHASED EQUIPMENT, REPORTING ON SYSTEM AUDIT FINDINGS, REPORTING ON SAMPLES ANALYZED, AND SUBMITTING QUALITY ASSURANCE PROJECT PLANS. THE EXPECTED OUTCOMES INCLUDE QUALITY ASSURED DATA USED TO MAKE DECISIONS AND IMPLEMENT EMISSION CONTROLS OR OTHER ACTIVITIES TO REDUCE AIR POLLUTION. ADDITIONAL OUTCOMES INCLUDE PROVIDING THE PUBLIC WITH RELIABLE AIR QUALITY DATA. THE INTENDED BENEFICIARIES INCLUDE RESIDENTS IN SAN BENITO, SANTA CRUZ, MONTEREY COUNTIES AND THE GENERAL PUBLIC.
