DESCRIPTION:THIS AGREEMENT PROVIDES FUNDING UNDER THE INFLATION REDUCTION ACT (IRA) TO VENTURA COUNTY AIR POLLUTION CONTROL DISTRICT. SPECIFICALLY, THE RECIPIENT WILL UTILIZE THESE FUNDS FOR THE DEPLOYMENT, INTEGRATION, AND OPERATION OF AIR QUALITY SENSORS IN LOW INCOME AND DISADVANTAGED COMMUNITIES. THIS ASSISTANCE AGREEMENT PROVIDES FULL FEDERAL FUNDING IN THE AMOUNT OF $20,000. PREAWARD COSTS ARE APPROVED BACK TO 11/01/2024. SEE TERMS AND CONDITIONS.ACTIVITIES:THE ACTIVITIES INCLUDE THE PURCHASING OF A SENSIT SPOD WHICH USES A PID FOR A CONTINUOUS VOC MEASUREMENT AND PROGRAMABLE TRIGGERING THRESHOLDS FOR INTEGRATED OR GRAB SAMPLES FROM CANNISTERS. THE PROJECT WILL ALLOW FOR THE VCAPCD TO RESPOND TO A VARIETY OF SITUATIONS THAT MAY BE RELATED TO COMMUNITY CONCERNS, NUISANCE COMPLAINTS, AND FACILITY UPSET CONDITIONS. THE SPOD CONTINUOUS VOC AS ISOBUTYLENE WILL ALLOW FOR THE DISTRICT AND THE PUBLIC TO VIEW REAL-TIME DATA AND INFORM THE NEED FOR CANNISTER SAMPLING AND SUBSEQUENT LABORATORY ANALYSIS FOR VOC COMPOUNDS. THE SPOD WILL BE INTEGRATED INTO THE VCAPCD SENSIBLE EDP PUBLIC FACING DATA VISUALIZATION WEBSITE FOR LONGER TERM DEPLOYMENTS OR COMMUNITY ASSESSMENT CAMPAIGNS. SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE DELIVERABLES AND OUTPUTS ARE TO PREPARE AND INITIATE PROCUREMENT REQUEST(S) FOR EQUIPMENT PURCHASE(S), PURCHASE EQUIPMENT, CONDUCT LAB ASSESSMENT OF INSTRUMENT PERFORMANCE, DEVELOP STANDARD OPERATING PROCEDURE GUIDELINES FOR SITUATIONAL DEPLOYMENT AND USE, ESTABLISH A PUBLIC FACING ONLINE DISPLAY OF AIR QUALITY DATA, AND DEPLOYMENTS AND LABORATORY SAMPLE ANALYSIS AS NEEDED. THE EXPECTED OUTCOMES CONSIST OF IMPROVEMENTS IN COMMUNITY ENGAGEMENT, INTEREST, AND AWARENESS OF LOCAL AIR QUALITY CONDITIONS, IDENTIFICATION OF AREAS EXPERIENCING AIR QUALITY ISSUES WHERE DATA WAS PREVIOUSLY UNAVAILABLE, INCREASED ACCESS TO INFORMATION SO THAT COMMUNITY CAN HAVE ACCURATE UNDERSTANDING OF AIR QUALITY IN THEIR COMMUNITY, AND AIR MONITORING DATA THAT SUPPORTS DECISION MAKING AND COMPLIANCE THE INTENDED BENEFICIARY ARE VENTURA COUNTY, LOW INCOME AND DISADVANTAGED COMMUNITIES, THE PUBLIC, AND THE ENVIRONMENT.
