SPECIFICALLY, THE RECIPIENT WILL TAKE ON A MULTI-STEP APPROACH TO PROVIDE TRAINING AND TECHNICAL ASSISTANCE TO SMALL AND RURAL MUNICIPALITIES TO ACQUIRE FUNDING OR FINANCING FOR CLEAN WATER STATE REVOLVING FUND ELIGIBLE PROJECTS THAT CONSIDERS THE NEEDS OF THE MUNICIPALITIES WITHIN THE MID-HUDSON REGION. THEY WILL ENSURE RURAL AND DISADVANTAGED MUNICIPALITIES IN THE SEVEN-COUNTY MID-HUDSON REGION OF NEW YORK ARE ABLE TO TAKE ADVANTAGE OF PLANNING, DEVELOPMENT, AND ACQUISITION OF FUNDING AND FINANCING OF CLEAN WATER PROJECTS, CONSISTENT WITH THE CLEAN WATER ACT, MADE AVAILABLE THROUGH THE INFRASTRUCTURE INVESTMENT AND JOBS ACT.ACTIVITIES:THE ACTIVITIES INCLUDE A NEEDS ASSESSMENT TO TARGET AND ASSIST THOSE MOST IN NEED AND AFTER MUNICIPALITIES ARE IDENTIFIED, THE RECIPIENT WILL START THEIR CLEAN WATER FUNDING TRAINING AND TECHNICAL ASSISTANCE PROGRAM. THE PROGRAM WILL EQUIP MUNICIPAL STAFF WITH THE CRITICAL SKILLS NEEDED TO DEVELOP SUCCESSFUL PROPOSALS TO SECURE FUNDING ON TOPICS RANGING FROM ENGINEERING REPORTS FOR INTENDED USE PLAN LISTINGS AND CLEAN WATER STATE REVOLVING FUND APPLICATIONS TO PROJECT PLANNING AND CAPACITY BUILDING. SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE ANTICIPATED DELIVERABLES INCLUDE THE CREATION OF FOUR THEMED TRAININGS: PROJECT PLANNING; INTENDED USE PLAN LISTING, CLEAN WATER STATE REVOLVING FUND APPLICATIONS AND CAPACITY BUILDING WITH THE ABILITY FOR MUNICIPALITIES TO COMPLETE THESE TRAININGS IN COHORTS OR INDIVIDUALLY. THE TRAININGS FOR THE CLEAN WATER FUNDING TRAINING AND TECHNICAL ASSISTANCE PROGRAM WILL BE DELIVERED BOTH IN-PERSON AND REMOTELY BASED ON NEED, COMFORT LEVEL OF THE MUNICIPALITIES, AND COVID-19 RISKS. THE EXPECTED OUTCOMES INCLUDE MORE FINANCING AND FUNDS FOR CLEAN WATER PROTECTIONS DIRECTED TO RURAL AND SMALL MUNICIPALITIES; IMPROVED WATER QUALITY FOR RURAL AND SMALL MUNICIPALITIES FROM THE IMPLEMENTATION OF CLEAN WATER PROJECTS FUNDED OR FINANCED BY THE STATE REVOLVING FUND; MORE MUNICIPALITIES WITH ENDURING, SUSTAINABLE, AND CLIMATE-RESILIENT CLEAN WATER INFRASTRUCTURE SOLUTIONS; AND LONG-TERM IMPROVED WATER QUALITY IN THE MID-HUDSON REGION. THE INTENDED BENEFICIARIES INCLUDE THE RESIDENTS AND SMALL AND RURAL MUNICIPALITIES LOCATED IN THE MID-HUDSON REGION OF NEW YORK STATE.
