DESCRIPTION:THE PURPOSE OF THIS COMPETITIVELY SELECTED GRANT IS TO CONDUCT AMBIENT AIR MONITORING OF POLLUTANTS OF GREATEST CONCERN IN COMMUNITIES WITH ENVIRONMENTAL AND HEALTH OUTCOME DISPARITIES STEMMING FROM POLLUTION AND THE COVID-19 PANDEMIC. THE APPLICANT, CLEAN WATER FUND, PROPOSES TO MONITOR AND DOCUMENT AIR QUALITY IN SOUTH PHILADELPHIA (GRAYS FERRY AND POINT BREEZE NEIGHBORHOODS). THE PROJECT PLANS TO INCREASE LOCAL AIR QUALITY TECHNICAL COMPETENCY AND HEALTH ADVOCACY AROUND THESE NEIGHBORHOODS. THE PROJECT WILL ENGAGE COMMUNITY MEMBERS BY TRAINING AND HIRING THEM FOR THE AIR QUALITY MONITOR INSTALLATION, AIR QUALITY NETWORK MANAGEMENT, AND AIR HEALTH MONITORING. COMMUNITY MEMBERS WILL ALSO SERVE AS AIR QUALITY EDUCATORS AND ADVISORS. ACTIVITIES:THESE FUNDS WILL BE USED TO SUPPORT COMMUNITY AND LOCAL EFFORTS TO MONITOR THEIR OWN AIR QUALITY AND TO PROMOTE AIR QUALITY MONITORING PARTNERSHIPS BETWEEN COMMUNITIES AND TRIBAL, STATE, AND LOCAL GOVERNMENTS THAT: LEVERAGE EXISTING AIR QUALITY EXPERTISE, EXPAND USE OF COMMUNITY MONITORING GROUPS AND OTHER APPROACHES THAT GIVE THE COMMUNITY A VOICE IN THE MONITORING OF THE AIR QUALITY, AND BUILD A FOUNDATION OF TRUSTING RELATIONSHIPS AND ENHANCED UNDERSTANDING FROM WHICH SUSTAINABLE SOLUTIONS TO COMMUNITY AIR POLLUTION PROBLEMS CAN BE FOUND. THE ACTIVITIES THAT THE APPLICANT WILL PERFORM INCLUDE COMMUNITY-LEAD AIR QUALITY MONITORING, ENGAGEMENT, AND OUTREACH. CLEAN WATER FUND WILL INSTALL 60 AIR QUALITY MONITORS, CREATE AN AIR QUALITY NETWORK MANAGEMENT, AIR QUALITY HEALTH MONITORING, PUBLIC MEETING ON THE PROJECT, AND RESULTS, IMPLEMENTATION OF COMMUNITY INFORMATION PROGRAMS, AND ASSESSMENTS AND EVALUATIONS OF THE PROJECT IN A YEARLY BASIS. SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE ANTICIPATED DELIVERABLES INCLUDE CREATING AN OPEN-SOURCE ACCESS AND LONG-TERM STORAGE OF COMMUNITY AIR QUALITY DATA, COMMUNITY OUTREACH AND EDUCATION ON AIR QUALITY TECHNICAL WORK AND HELP IMPACTS, AN ACCESSIBLE DATA PLATFORM FOR THE COMMUNITY MEMBER NEAR GRAYS FERRY AND POINT BREEZE, AND EVALUATIONS AND REPORTS OF THE PROJECT. THE EXPECTED OUTCOMES INCLUDE EXAMINATION OF AIR QUALITY FROM TRUCK TRAFFIC, COMMUNICATING TO LARGER COMMUNITY ABOUT AREAS OF CONCERNS AND AIR QUALITY EVENTS, COMMUNICATING WITH PHILADELPHIA AIR MANAGEMENT AIR POLLUTION HOTLINE IF/WHEN AIR POLLUTION EVENTS ARE RECORDED, INCREASED COMMUNITY ENGAGEMENT AROUND AIR QUALITY TECHNICAL AND HEALTH EDUCATION. THE BENEFICIARIES ARE RESIDENTS OF GRAYS FERRY AND POINT BREEZE NEIGHBORHOODS IN SOUTH PHILADELPHIA WHO WILL ENGAGE IN THE PROJECT BY BEING TRAINED OR HIRED FOR AIR QUALITY TECHNICAL AND HEALTH ADVOCACY SECTIONS OF THIS PROJECT. OTHER BENEFICIARIES INCLUDE THE LARGER SOUTH PHILADELPHIA COMMUNITY WHO WILL HAVE ACCESS TO THE DATA AND LEARN ABOUT AIR QUALITY EVENTS THROUGH PROGRAMMING AND EDUCATION FROM THE PROJECT.
