About this award

The Department of Health and Human Services Administration for Children and Families awarded Lutheran Social Services of South Dakota $203,730 on September 30, 2025, under the Basic Center Grant program (CFDA 93.623) to operate the ARISE Youth Center/East Basic Center Program.

The program provides emergency shelter, food, clothing, counseling, and health care referrals to youth under 18 years old who have run away from home without parental permission, been forced to leave home, or are otherwise homeless and at risk of involvement with law enforcement or the child welfare, mental health, or juvenile justice systems. The Basic Center Program offers up to 21 days of temporary shelter and seeks to reunite youth with their families when safe to do so or to locate appropriate alternative placements.

The award runs through September 29, 2028, with place of performance in South Dakota. The funding represents the obligated amount for this three-year project period. Lutheran Social Services of South Dakota, a nonprofit based in Sioux Falls, administers the program as part of its broader portfolio of federal social services, which includes refugee resettlement and immigration services alongside runaway and homeless youth support.
