About this award

The Department of Health and Human Services Administration for Children and Families awarded Child Inc. $504,958 on September 30, 2025, to operate a Basic Center Program (CFDA 93.623) providing emergency shelter and counseling services to runaway and homeless youth in Delaware.

Child Inc. delivers outreach, emergency shelter for up to 21 days, food, clothing, crisis counseling, and health care referrals to youth under 18 years of age who have run away or left home without parental permission, been forced to leave home, or have no other safe living arrangement. The program seeks to reunite youth with their families whenever safe to do so, or to identify appropriate alternative placements, thereby reducing the likelihood that youth would otherwise enter law enforcement, child welfare, mental health, or juvenile justice systems.

The award runs through September 29, 2028, and represents the initial project period of a three-year grant with three 12-month budget periods. Non-competing continuations may be issued in subsequent years based on satisfactory progress, compliance with award terms, and fund availability. The assistance type is a Project Grant.

Description

Bcps provide youth under 18 years of age with emergency shelter, food, clothing, counseling and referrals for health care. Bcps can provide up to 21 days of shelter for youth and seek to reunite young people with their families, whenever possible, or to locate appropriate alternative placements.
