DESCRIPTION:EPA'S CONSUMER RECYCLING EDUCATION AND OUTREACH (REO) GRANT PROGRAM WILL FUND A RANGE OF PROJECTS THAT WILL INCREASE WASTE PREVENTION ACTIVITIES, INCREASE THE COLLECTION OF RECYCLABLE MATERIALS AND PROGRAM PARTICIPATION RATES, AND DECREASE CONTAMINATION OF THE RECYCLING STREAM, FUND PROJECTS THAT FOCUS ON COMMONLY RECYCLED MATERIALS SUCH AS MUNICIPAL SOLID WASTE (E.G., PLASTICS, ALUMINUM, PAPER, GLASS, ETC.), INCLUDING FOOD WASTE AND ORGANICS, AND/OR FUND PROJECTS AND PROVIDE TOOLS AND TECHNICAL ASSISTANCE THAT WILL LEAD TO LONG-TERM, SUSTAINED CHANGE, BENEFITS, AND SUPPORT BEYOND THE LIFE OF THE GRANT. THE PURPOSE OF THIS AWARD IS TO ENHANCE DEPARTMENT OF SANITATION OF NEW YORK CITY (DSNY) IN ITS EFFORTS TO MEET THE REO GRANTS ELEMENTS. DSNY WILL DO CONDUCT AN EDUCATION AND OUTREACH CAMPAIGN TO SUPPORT CITYWIDE EXPANSION OF THE CURBSIDE COMPOSTING PROGRAM. GRANT FUNDS ARE FOCUSED ON A CITYWIDE MEDIA EDUCATIONAL CAMPAIGN TO PROMOTE PARTICIPATION IN AND IMPROVE THE CCP. GRANT FUNDING WILL PROVIDE TARGETED ENGAGEMENT FOCUSED ON DISADVANTAGED COMMUNITIES. ACTIVITIES:DSNY WILL PERFORM THE FOLLOWING ACTIVITIES: 1) RESEARCH MEDIA PLACEMENTS AND DEVELOP CREATIVE ASSETS; 2) USE GRANT FUNDS TO CREATE AND PURCHASE ADVERTISEMENTS IN VISIBLE PUBLIC LOCATIONS - BUS STOPS, SUBWAY STOPS, OTHER HIGHLY TRAFFICKED AREAS TO NEW YORKERS OF THE NEW SERVICE; AND 3) CONDUCT TARGETED SOCIAL MEDIA IN MULTIPLE LANGUAGES IN AN EFFORT TO REACH DISADVANTAGED COMMUNITIES. THE OBJECTIVE OF THIS PROJECT IS TO 1) ESTABLISH, INCREASE, EXPAND, OR OPTIMIZE COLLECTION AND IMPROVE MATERIALS MANAGEMENT INFRASTRUCTURE; 2) DEMONSTRATE A SIGNIFICANT AND MEASURABLE INCREASE IN THE DIVERSION, RECYCLING RATE, AND QUALITY OF MATERIALS COLLECTED FOR MUNICIPAL SOLID WASTE. THESE ARE BOTH PROGRAM OBJECTIVE ELEMENTS IDENTIFIED IN THE REQUEST FOR APPLICATIONS FOR THE REO GRANT PROGRAM.SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE ANTICIPATED DELIVERABLE FOR THIS GRANT IS THE CREATION AND IMPLEMENTATION OF AN EXTENSIVE CITYWIDE COMPOSTING EDUCATIONAL CAMPAIGN WITH THE GOAL OF GETTING NEW YORKERS TO PARTICIPATE IN CURBSIDE COMPOSTING. THIS DELIVERABLE INCLUDES THE CREATION OF DIGITAL MEDIA, SOCIAL MEDIA, AND STREAMING/AUDIO/LOCAL RADIO RECORDINGS IN 12 LANGUAGES TO REACH AS MANY RESIDENTS OF NEW YORK CITY AS POSSIBLE. DSNY ANTICIPATES TO ACCOMPLISH TWO MAIN OUTCOMES: 1) INCREASE THE VISIBILITY OF THE CURBSIDE COMPOSTING PROGRAM AND ENCOURAGE PARTICIPATION FOR THOSE WHO HAVE NOT HAD THE OPPORTUNITY TO COMPOST IN THE PAST; AND 2) FOR THOSE WHO HAVE HAD THE ABILITY TO PARTICIPATE PREVIOUSLY, TO EDUCATE ON HOW EXACTLY TO COMPOST (E.G., WHAT GOES IN THE BIN) IN AN EFFORT TO REDUCE CONTAMINATION AND ENSURE A QUALITY COMPOST PRODUCT. INTENDED BENEFICIARIES OF THIS GRANT ARE THE 8.7 MILLION RESIDENTS OF NEW YORK CITY THAT ARE INCLUDED IN THE CURBSIDE COMPOSTING PROGRAM.
