About this award
The Federal Railroad Administration (FRA) awarded the City of Port Jervis a $199,500 Project Grant under the Railroad Crossing Elimination program (CFDA 20.327) on May 1, 2025, to construct an Americans with Disabilities Act (ADA)-accessible pedestrian railroad crossing connecting Fowler Street to 4th Street. The project will deliver a safe grade crossing facility featuring an active pedestrian gate, ADA-accessible ramps, detectable warning surfaces, flangeway fillers, and appropriate Manual of Uniform Traffic Control Devices (MUTCD) and railroad regulatory signage. The crossing design will comply with MUTCD 11th Edition, American Association of State Highway and Transportation Officials (AASHTO) Pedestrian Design Guidelines, and the Highway-Rail Crossing Handbook, 3rd Edition standards.
This infrastructure improvement serves the City of Port Jervis's Downtown Revitalization Initiative by eliminating a critical safety gap for pedestrians traveling between the downtown area and the adjacent Riverside Park near the Port Jervis Station. The project addresses the needs of multiple railroad operators including Norfolk Southern Railway, Metro-North Railroad, and NJ Transit, while benefiting the city's approximately 8,558 residents and visitors. With a scheduled completion date of January 31, 2028, the project is anticipated to enhance pedestrian safety, improve community connectivity, and support economic development objectives for the tri-state region municipality.
Description
The project intends to address the lack of a safe pedestrian railroad crossing from fowler street to 4TH street within the city of port jervis by providing an ADA accessible passage across the port jervis station railroad tracks connecting pedestrian sidewalks from fowler street to 4TH street, which will alleviate the challenges of the crossing. The intended outcome of the proposed project is to accomplish the shared goals of the recent downtown revitalization initiative (DRI) in which, the city intends to provide safe access and attract visitors and community members to downtown port jervis along with the revitalized riverside park, located adjacent to 4TH street and the port jervis station. Additional anticipated benefits include providing pedestrians with an established railroad crossing in accordance with the manual of uniform traffic control devices 11TH edition (MUTCD), the american association of state highway and transportation officials (AASHTO) pedestrian design guidelines, and the highway-rail crossing handbook, 3RD edition. Anticipated benefits include: an active pedestrian gate, ADA accessible ramps, detectable warning surfaces, flangeway fillers, and MUTCD and railroad regulatory signage. As the operators of the port jervis station include norfolk southern railway, metro-north railroad, and NJ transit, the expected users and beneficiaries pertain to the operators, the city of port jervis, along with the citys inhabitants.
