THE PROJECT WILL ALLOW PAL TO CONTINUE TO REMAIN A VIABLE OPTION FOR SHIPPERS, INCLUDING FOUR EXISTING TRANSLOADING OPERATIONS. THE PROJECT WILL MITIGATE CONGESTION AND REDUCE GREENHOUSE GAS EMISSIONS IN THE REGION, WHICH WILL PROMOTE THE HEALTH AND WELFARE OF THOSE THAT LIVE AND WORK IN THE REGION. THE PROJECT WILL MITIGATE ADDRESS THE SAFETY RISKS AND DETRIMENTAL QUALITY-OF-LIFE EFFECTS THAT RAIL LINES CAN HAVE ON COMMUNITIES BY REDUCING THE LIKELIHOOD OF DERAILMENTS AND OTHER HIGH-CONSEQUENCE EVENTS ON THE LINE.
