About this award

The Federal Highway Administration awarded the North Carolina Department of Transportation $14,932,290 on March 18, 2026, to interconnect approximately 1,000 isolated closed-loop traffic signals across the state and implement advanced transportation management technologies under the Advanced Transportation Technology and Innovation (ATTAIN) program. The project will improve mobility, safety, and resiliency in rural and disadvantaged communities by connecting existing locally-coordinated signal infrastructure to central signal management software, enabling real-time active traffic management by NCDOT's Signal System Timing and Operations Section. All signals are located in rural areas and historically disadvantaged communities throughout North Carolina. The work is performed entirely in North Carolina with an ultimate completion date of February 2, 2030. The assistance type is a Project Grant under the Highway Research and Development Program (CFDA 20.200), which funds highway research and development authorized by the FAST Act to maintain and improve transportation infrastructure.

Description

Project description
2024 ATTAIN grant program. Advanced transportation technology and innovation (ATTAIN). Smart signals in our communities. This project will improve mobility, safety, and resiliency of rural and disadvantaged communities by interconnecting approximately 1,000 isolated and closed loop system signals across the state and implementing advanced transportation management technologies. Closed loop signals are are interconnected locally to coordinate timing, but they lack a connection to central software. By connecting this existing infrastructure to a central signal software, NCDOT can better maintain and operate rural traffic signals in real-time through active traffic management. NCDOT's signal system timing and operations section will manage these signals. All of these signals are located in both rural areas and historically disadvantaged communities.
