About this award

The Federal Highway Administration (FHWA) awarded a $2.0M project grant to the Government of Guam – Department of Administration, Bureau of Statistics and Plans on August 18, 2025, under the Highway Planning and Construction program (CFDA 20.205). The project will be completed by December 29, 2029, and encompasses comprehensive bridge inspection and safety evaluation services for Guam's bridge structures in conformance with National Bridge Inspection Standards, American Association of State Highway and Transportation Officials guidelines, and FHWA policies. The deliverables include load rating services and detailed safety assessments of all bridge infrastructure across the island.

In addition to bridge-focused work, the project includes an asset management component requiring the inventory and inspection of ancillary non-bridge structures throughout Guam. These structures encompass traffic signal poles, streetlight poles, retaining walls, large signage, drainage structures, culverts, underground injection control devices, and bus shelters. This integrated approach to infrastructure evaluation supports Guam's broader transportation asset management strategy and aligns with federal requirements for systematic infrastructure assessment and stewardship.
