About this award

The Federal Highway Administration awarded Rhode Island DOT $2.5 million on August 4, 2026, under the Reconnecting Communities Pilot (RCP) Discretionary Grant Program (CFDA 20.940) to conduct planning for rehabilitation and replacement of four bridges: Dean Street, Westminster Street, Washington Street, and Atwells Avenue.

The planning effort supports the RCP Program's mission to address infrastructure barriers and reconnect communities by removing, retrofitting, or mitigating transportation facilities that create barriers to connectivity, mobility, access, or economic development. Rhode Island DOT, a division of the State of Rhode Island, is the recipient and will perform the work statewide across Rhode Island with administrative oversight at Capitol Hill, Providence. Performance extends through December 31, 2030.

The RCP Program provides planning and capital construction grants through competitive selection. Eligible applicants for planning grants include states, local governments, Federally recognized Tribal governments, Metropolitan Planning Organizations, and non-profit organizations. Recipients must maintain receipts and project outcomes for three years and verify expenditures at project closeout. RCP funding from the Highway Trust Fund is available for obligation for up to four years beyond the authorized year of availability.
