Description

The antiterrorism and emergency assistance program (aeap) is a mechanism by which the OVC director may award supplemental crime victim compensation and assistance funding from the antiterrorism emergency reserve to respond to an act of terrorism or mass criminal violence occurring within the united states. The criminal act must be of sufficient magnitude that IT overwhelms the affected jurisdictions or programs ability to respond to the event while adequately serving victims of other crimes. Along with non-grant training and technical assistance services, there are four types of grants available to respond to these acts: crisis response, consequence management, criminal justice support, and crime victim compensation. Aeap is specifically designed as a noncompetitive nofo providing supplemental emergency and longer-term victim support to eligible applicants. On monday, december 16, 2024, there was a school shooting at abundant life christian school (alcs) in madison, WI. The shooter killed two individuals (one student and one teacher) before killing herself. The alleged shooter was found by law enforcement with a self-inflicted gunshot wound later that morning. In addition to the two deceased victims, six others were hospitalized and there were 477 people present at the school who were not injured. There were approximately 357 responders, who are also considered victims. Including loved ones of these direct victims, there are an estimated 5,061 direct and indirect victims and IT is estimated that, of that number, approximately 1,274 victims are most at risk of negative mental and behavioral health consequences from this crime. This aeap crisis response grant will provide supplemental crisis response victim services. Grant funds will support the establishment and operation of a victim resiliency center, contracted school- and community-based mental and behavioral health services and support, contracted first responder support and training, part-time victim staff at the dane county district attorneys office, and victim-related overtime for first responders.
