About this award

The Bureau of Justice Assistance (BJA) awarded a $989,298 Treatment Court Discretionary Grant (CFDA 16.585) to the Community Health Center of Southeast Kansas (CHC/SEK), a non-profit Federally Qualified Health Center. The grant funding will support the establishment of an adult recovery court program serving high-risk, high-need, non-violent individuals whose crimes are motivated by substance use and co-occurring mental health disorders in the Southeast Kansas region. The program will provide intensive case management, home contacts, drug testing, evidence-based treatment, and social services to participants, addressing social determinants of health such as literacy, housing, employment, education, and transportation. This project aims to reduce crime and substance abuse, reunite families, and increase community safety by serving a historically marginalized population in a rural, high-intensity drug trafficking area.

Description

This judicial district in southeast kansas, a rural area with generational poverty; the poorest, sickest, and most medically underserved in kansas. The judicial district is geographically close to three of the busiest roadways in the midwest; making the judicial district the only rural multi-county judicial district in the midwest where all counties are designated high-intensity drug trafficking areas. The adult recovery court is post-plea, pre-sentence, post-adjudication, probation, and probation revocation. The adult recovery courts purpose is to reduce crime and substance abuse, reunite families, and increase community safety by serving the intended beneficiaries, who are historically marginalized. Intended beneficiaries are high-risk, high-need, non-violent individuals whose crimes are directly or indirectly motivated by alcohol and/or drug use, including those with CO-occurring mental disorders. Project activities are intensive case management services, home contacts, drug testing, evidence-based treatment, and social services, modeled off correctional health services in the judicial district and community health worker program. These services and programs are a catalyst for support and social determinant concerns (e.g., literacy, housing, employment, education, transportation) of participants.
