About this award
The Department of Emergency Services and Public Protection (DESPP) in Middletown, CT received a $1,023,689 Project Grant from the U.S. Department of Justice Bureau of Justice Assistance under the Postconviction Testing of DNA Evidence program (CFDA 16.820). The grant funding will enable DESPP to implement modernized record and evidence management systems to benefit postconviction DNA testing. Key activities include:
- Conducting a comprehensive inventory and electronic cataloguing of retained biological evidence dating back to 1970, and implementing a dry-down preservation process to improve DNA sample stability
- Digitizing approximately 40,000 case files from 1970 and applying optical character recognition to create a searchable electronic database
- Establishing a bidirectional case management system to interface directly with the Office of the Chief State's Attorney and the Conviction Integrity Unit
This project aims to vastly improve DESPP's record management and evidence retention systems to support successful postconviction DNA testing and potential exoneration of individuals convicted of violent felony offenses. The grant has a performance period from October 1, 2024 to September 30, 2027.
Description
Successful DNA postconviction testing relies on organized case records and filing systems as well as robust evidence preservation policies. The DSS will improve the laboratory's evidence storage, preservation, and tracking. Staff will coordinate the comprehensive inventory of retained biological evidence dating back to 1970. Retained evidence will be located, electronically recorded, and stored according to best practices. The evidence retention policy for DNA extracts will be modernized by implementing a dry-down preservation process, thereby improving DNA stability for future testing. The DSS will modernize and digitize case file storage. Grant funding will be utilized to digitize ~40,000 case files dating from 1970 and apply optical character recognition to the electronic case files. A contemporary in-house search engine will provide the DSS with the technologically advanced tools necessary to review adjudicated cases thoroughly and efficiently. The DSS will also utilize grant funding to establish a bidirectional case management system to interface directly with the office of the chief state's attorney and the conviction integrity unit. The successful completion of this project will vastly improve the laboratory's record management and evidence retention systems.
