About this award
The County of Muskegon, Michigan will receive a $725,000 federal Project Grant award from the Bureau of Justice Assistance's Treatment Court Discretionary Grant Program (CFDA 16.585) to enhance its Adult Recovery Court (ARC) program. The ARC is a hybrid drug/DWI court that has operated since January 2019, serving 120 participants with the capacity to accommodate 60 more. The grant funding will allow the ARC to increase its participant capacity to 70 and enhance services for participants with opioid and stimulant use disorders. The ARC targets high-risk, high-need adult offenders with substance use disorders and co-occurring mental health issues, providing evidence-based treatment, recovery support, drug testing, case management, and judicial supervision. The enhanced ARC program is expected to directly impact 160 new participants over the 4-year grant period from October 1, 2023 to September 30, 2027.
Description
The 14TH judicial circuit court operates a post-adjudication adult recovery court (hybrid drug/DWI) and is seeking $725,000 in category 2 enhancement funding through the adult drug court discretionary grant program. The muskegon county recovery court (MCRC) has been operating since january 2019 and has accepted 120 participants and can accommodate up to 60 participants. If awarded this grant, the MCRC will be able to increase program capacity to 70 participants and increase intensity of services for participants with opioid and stimulant use disorders. The MCRC is a minimum 18 months long and 60 months maximum. The average participant graduates in 1822 months. The MCRC anticipates that this grant will directly impact 160 new participants, and the 60 participants in the MCRC at the time this grant may be awarded. The MCRC targets adult, nonviolent felony criminal offenders with substance use disorders and/or CO-occurring mental health disorders. All persons referred to the MCRC complete a clinical assessment that diagnoses substance use and mental health disorders according to the DSM-5 and determines level of care according to the asam criteria. All referred persons must qualify for intensive outpatient treatment, or higher, to be admitted to the MCRC. Finally, all referred persons are screened for criminogenic risk using the compas and the rant assessments and must score as high risk. All participants are permitted to use mat. The MCRC operates with fidelity to the nadcps adult drug court best practice standards. The goals and objectives of our proposal adhere to standards 1 (target population), 6 (complementary treatment and social services), 7 (drug and alcohol testing), 8 (multidisciplinary team), and 9 (census and caseloads) (see pages 4, 13). These objectives will help the MCRC increase program capacity and enhance service intensity to meet the demands of HR/HN people with opioid and stimulant use disorders.
