About this award
This Project Grant award from the U.S. Department of Justice's Bureau of Justice Assistance (BJA) under the Congressionally Recommended Awards program (CFDA 16.753) provides $900,000 to establish the OUTMATE Program. The program will create an intermediate sanction alternative that advances the use of evidence-based practices to address the needs of technical violators who have struggled to comply with supervision conditions or displayed non-violent behavioral issues. The program aims to offer an opportunity for defendants to complete conditions and enter compliance with supervision in lieu of incarceration, allowing them to maintain credit for "street time" and continue their current term of supervision. The County of Bucks in Doylestown, Pennsylvania will implement the program in collaboration with the state Department of Corrections. The award has a project period from October 1, 2023 through September 30, 2027.
Description
Outmate program the outmate program will create an intermediate sanction alternative that advances the use of evidence-basedpractices through the application of swift and proportionate accountability and utilization of existing programming and structure to address offender needs. Target population: the program will focus on technical violators who have struggled to comply with conditions related to programming and/or displayed non-violent behavioral issues where pro-social change is sought and community-basedprogramming has been rejected or left incomplete. Benefits of the outmate program: the program provides an additional opportunity for the defendant to complete conditions and enter into compliance with supervision in lieu of incarceration in the prison or a gagnon II hearing. The defendant would maintain credit for their street time and continue on their current term of supervision. Conditions would be completed and cases could be eligible to close at their originally set maximum sentence date provided there are no additional issues. The adult probation and parole department would work closely with the department of corrections to screen defendants who may be appropriate for placement in this program and then collaboratively work to ensure that structure and opportunity are provided to promote success and positivechange.
