Description

Tribal court believes that adding two items to the currently successful drug court can greatly expand safety and well-being of the community. First, the addition of a dedicated driving under the influence (DUI) court, and second, the hiring of a single probation officer to oversee both the DUI court and the drug court, will build on successful programming and expand into an area critical to the community security. This narrative will demonstrate how the current drug court is successfully fulfilling its mission, and how the addition of a DUI court will more than double its effectiveness. Tribal court received strategic planning funding in 2015 through ctas purpose area 2, and completed IT in 2018. Since that time, steady progress has been made on fulfilling the documented needs of the community. This grant application is to build on the successes that have been gained since completion and acceptance by the grantor. (document attached) shoshone-bannock tribal court has had an adult drug court for seven years, with the last three years funded. That funding enabled tribal court to add a reentry program, fund a more robust counseling program, and plan for transitional housing - which, now funded, will be completed in FY24. Funding helped impact the community, but lack of DUI specialized court and programs currently limits the population that needs to be served. There are 30 - 50 participants in the drug court and/or reentry program at any time; there are graded sanctions and progressive liberty. Incentives enabled many of the participants to take workforce training and become certified for jobs, and others have chosen to go further in higher education. Among the incentives the participants can receive are cell phones, transportation passes, skills training, and tools of whatever trade they choose to learn.
