PROPOSAL ABSTRACT SENECA COUNTY, IN RURAL NORTH CENTRAL OHIO, IS REQUESTING CATEGORY 2: ENHANCEMENT GRANT FROM FY22 BJA ADULT COURT DISCRETIONARY GRANT FOR THE MULTI-JURISDICTIONAL ADULT DRUG COURT, PIVOT. PIVOT, POST-ADJUDICATION ADULT DRUG COURT, SERVES BOTH MISDEMEANOR AND FELONY OFFENDERS FROM SENECA COUNTY. THE SENECA COUNTY COMMON PLEAS COURT IS LOCATED AT 103 E. MARKET STREET, TIFFIN, OHIO 44883. PIVOT PROPOSES TO SERVE 160 PARTICIPANTS DURING THE FOUR YEAR GRANT PERIOD. THE PROGRAM IS A MINIMUM OF 14 MONTHS AND HAS NO MAXIMUM WITH AN AVERAGE LENGTH OF PARTICIPATION OF 14 MONTHS. THE TARGET POPULATION IS HIGH RISK/HIGH NEED ADULT MISDEMEANOR AND FELONY OFFENDERS WITH A PRIMARY SUBSTANCE USE LEVEL OF CARE OF INTENSIVE OUTPATIENT PROGRAMMING. MAT SERVICES ARE AVAILABLE PRE/POST RELEASE FROM JAIL. THE TREATMENT PROVIDER ADDRESSES OPIOID, STIMULANT, AND SUBSTANCE USE REDUCTION BY PROVIDING EVIDENCE BASED SERVICES THAT ARE BASED ON THE ASAM LEVEL OF CARE FOR EACH CLIENT. THE PROJECT'S PURPOSE IS TO ENHANCE SERVICES BY PROVIDING ALL CLIENTS WITH THE OPPORTUNITY FOR EVIDENCE BASED COGNITIVE EMPLOYMENT CURRICULUM TO INCREASE JOB READINESS AND REDUCE BARRIERS TO OBTAINING EMPLOYMENT AS WELL AS EMPLOY SPECIALISTS TO WORK WITH LOCAL AGENCIES TO INCREASE JOB PLACEMENT. THE SPECIALISTS WILL ALSO ASSIST CLIENTS WITH SECURING SAFE, SOBER HOUSING AND REDUCING THE BARRIERS FACED IN A RURAL COMMUNITY WITH LIMITED HOUSING OPTIONS. THE GOALS OF THE PROJECT ARE: 1) SERVE 160 NEW CLIENTS; 2) EVALUATE FOR RACIAL DISPARITIES AND DEVELOP QUARTERLY ACTION PLANS; 3) 75% OF CLIENTS WHO ARE UNEMPLOYED AT INTAKE WILL FIND EMPLOYMENT; 4) 50% OF CLIENTS WILL HAVE SAFE, SOBER HOUSING PRIOR TO GRADUATION. THE COUNTY IS LEVERAGING OTHER FEDERAL FUNDING TO SUPPORT DIFFERENT COMPONENTS AND STAFF FOR PIVOT WITH TWO ACTIVE GRANTS: FY18 BJA CATEGORY 1 IMPLEMENTATION GRANT (2018-DC-BX-0135) ENDING 12/31/2022 AND FY19 SAMHSA TREATMENT DRUG COURT GRANT, TI-081926 ENDING 5/30/2024.
