About this award
The Department of Justice Office on Violence Against Women awarded the Muscogee Creek Nation $700,000 on May 1, 2026, under the Local Law Enforcement Grants for Enforcement of Cybercrimes program (CFDA 16.060) to support prevention, investigation, and prosecution of cybercrimes against individuals.
The award funds three categories of activity: increasing capacity to enforce cybercrimes through technology procurement and staff training; enhancing partnerships to provide services for victims of cybercrimes and technology-facilitated abuse; and planning and implementing a strategy to enforce cybercrimes on the reservation. Cybercrimes against individuals are defined as criminal offenses involving use of a computer to harass, threaten, stalk, extort, coerce, cause fear to, or intimidate an individual, or without consent distribute intimate images of an adult.
The Muscogee Creek Nation, a federally recognized tribal government headquartered in Okmulgee, Oklahoma, operates the award through its Agri-Business Complex Division. The period of performance runs from May 1, 2026, through April 30, 2029, with work performed in Okmulgee, Oklahoma and across the Nation's eleven-county reservation in east-central Oklahoma.
Description
The local law enforcement grants for enforcement of cybercrimes program (cybercrimes enforcement program) supports efforts by states, indian tribes, and units of local government to prevent, investigate, and prosecute cybercrimes against individuals. Cybercrimes against individuals are defined as criminal offenses that involve the use of a computer to harass, threaten, stalk, extort, coerce, cause fear to, or intimidate an individual, or without consent distribute intimate images of an adult, except that use of a computer need not be an element of the offense. (see 34 U.S.C. 30107(a)(2)). The term computer includes a computer network and an interactive electronic device. Cybercrimes against individuals do not include the use of a computer to cause harm to a commercial entity, government agency or nonnatural person. The project will support the following activities: 1) increase capacity to enforce cybercrimes through technology procurement and staff training; 2) enhance partnerships to provide services for victims of cybercrimes and technology-facilitated abuse; and 3) plan and implement a strategy to enforce cybercrimes on the reservation.
