About this award

The Department of Justice Office on Violence Against Women awarded $1.495 million to the Kiowa Tribe of Oklahoma on October 1, 2025, under the Special Domestic Violence Criminal Jurisdiction Implementation program (CFDA 16.025) to establish tribal criminal justice infrastructure for prosecuting non-Indian perpetrators of covered domestic violence crimes.

The Kiowa Tribal Courts Chief Judge, working with tribal leadership, judges, prosecutors, general counsel, law enforcement, and victims services, will use the funding to hire law enforcement officers, hire a tribal investigator, create a jury pool, and update tribal law and order codes to implement Special Tribal Criminal Jurisdiction (STCJ) authority. The tribe will exercise jurisdiction to prosecute non-Indians who perpetrate covered crimes under the Violence Against Women Act—including assault of tribal justice personnel, child violence, dating violence, domestic violence, obstruction of justice, sexual violence, sex trafficking, stalking, and violations of a protection order—within Kiowa tribal jurisdiction boundaries in Carnegie, Oklahoma.

The award runs through September 30, 2030. Performance takes place in Carnegie, Oklahoma.
