About this award

The Translatin@ Coalition (TLC) received a $600,000 Project Grant award from the U.S. Department of Justice's Office on Violence Against Women under the Grants for Outreach and Services to Underserved Populations (CFDA 16.889) program. The purpose of this 3-year grant is to expand access to and enhance culturally responsive services for transgender, gender variant, and intersex (TGI) victims of domestic violence, dating violence, sexual assault, and stalking in Los Angeles and surrounding counties. Key activities include: strengthening client case management, providing specialized behavioral health counseling, delivering safe housing, amplifying criminal justice system navigation services, and expanding partner coordination and referrals. The grant supports TLC's work with the East Los Angeles Women's Center to provide comprehensive, wraparound services to restore physical/mental health, access housing and basic needs, report crimes, and stabilize the lives of underserved TGI victims.

Description

The grants for outreach and services to underserved populations (underserved program) was statutorily created in the violence against women reauthorization act of 2013 to develop and implement outreach strategies targeted at adult or youth victims of domestic violence, dating violence, sexual assault, or stalking in underserved populations, and to provide victim services to meet the needs of such populations. Grant funds may be used to: 1) work with federal, state, tribal, territorial, and local governments, agencies, and organizations to develop or enhance population specific victim services; 2) strengthen the capacity of underserved populations to provide population specific victim services; 3) strengthen the capacity of traditional victim service providers to provide population specific victim services; 4) strengthen the effectiveness of criminal and civil justice interventions by providing training for law enforcement, prosecutors, judges, and other court personnel on domestic violence, dating violence, sexual assault, or stalking in underserved populations; 5) work in cooperation with an underserved population to develop and implement outreach, education, prevention, and intervention strategies that highlight available resources and the specific issues faced by victims of domestic violence, dating violence, sexual assault, or stalking from underserved populations; or (6) provide population-specific training for social and human services providers on domestic violence, dating violence, sexual assault, or stalking in underserved populations. The translatin@ coalition (TLC) and partner east LOS angeles womens center (ELAWC) will work within the project title: epic (emotional, psychological, intensive, care). The purpose of this project is to expand access to, and enhance, outreach and access to culturally responsive services to transgender, gender variant and intersex (TGI) people with a focus on trans women who are victims of domestic violence, dating violence, sexual assault, and stalking, who reside in LOS angeles and the surrounding counties of orange, riverside, SAN diego, imperial SAN bernardino and kern. The goal is to provide case management, behavioral health therapy, referrals and linkage, and criminal justice system navigation (TLC) as well as case management, transitional housing assistance, hospital-based emergency services, training and resources, intake and assessment, therapeutic services, and safety planning (ELAWC). The intended outcome is an increase in TGI people that are victims of domestic violence, dating violence, sexual assault, and stalking who are able to appropriately address the aftermath of their victimization, including: restoring physical and mental health wellbeing, accessing housing and basic needs, reporting the crime and pursuing justice, and stabilizing their life in the long-term through wraparound support. The primary activities for which the funds are requested are to a) strengthen our system of client case management, B) provide specialized behavioral health counseling, C) provide safe housing, D) amplify criminal justice system navigation services, and C) expand and streamline partner coordination and cross referrals.
