The funding supports placement and use of metal detectors, emergency notification systems, and coordination with local law enforcement to improve security at schools and on school grounds within the Edenton, North Carolina school jurisdiction. The SVPP authorizes recipients to undertake coordination with law enforcement, training for officers to prevent student violence, installation of deterrent measures including locks and lighting, acquisition of technology for expedited emergency notification, and other security improvements deemed significant by the COPS Office Director.

Edenton Chowan Schools, a local government school district entity located in Edenton, North Carolina, serves as the recipient and ultimate implementer of the award. The recipient must submit semiannual programmatic performance reports and quarterly federal financial reports (SF-425), along with a final closeout report. The COPS Office conducts ongoing award monitoring through site visits, office-based reviews, compliance assessments, and surveys to verify nonsupplanting requirements, programmatic and financial compliance, and implementation progress.
