The Department of Justice Community Oriented Policing Program awarded the City of Dallas $500,000 on October 1, 2025, under the Public Safety Partnership and Community Policing Grants program (CFDA 16.710) to develop and deliver multimedia de-escalation, crisis intervention, and use-of-force training for law enforcement and support personnel.

The City will produce dynamic, scenario-driven video training content through professional media production and evidence-informed instructional design. Strategic investments in online learning platforms and advanced audiovisual equipment will enable delivery of accessible, on-demand learning modules that scale to meet operational demands. Scenario-based training will use interactive tools and upgraded equipment to simulate high-risk, emotionally charged encounters, reinforcing practical skills application and officer readiness. The comprehensive training program will be delivered to sworn law enforcement officers, agency-affiliated crisis response teams, and community stakeholders where appropriate.

The period of performance runs from October 1, 2025, through September 30, 2027. Work is performed in Dallas, Texas.
