RIO GRANDE CITY GRULLA ISD IS APPLYING FOR THE SSVP GRANT. IF AWARDED, RIO GRANDE CITY GRULLA ISD INTENDS TO USE THE FUNDS TO INSTALL ACCESS CONTROL SYSTEMS, AND SECURITY FENCING IN ALL OF OUR EIGHTEEN CAMPUSES WHICH ENCOMPASS 156 SQUARE MILES. OUR PROJECT TITLE IS RIO GRANDE CITY GRULLA INDEPENDENT SCHOOL DISTRICT 360 SECURITY INITIATIVE. THE PURPOSE OF THIS INITIATIVE IS TO BUILD MORE LAYERS OF SECURITY FOR THE PROTECTION AGAINST INTRUDERS AND/ OR ACTIVE ATTACKERS AGAINST OUR STUDENTS, STAFF AND PARENTS. WE HAD 4 GUN INCIDENTS ON CAMPUS. WITH THE NUMBER OF SECURITY BREACH INCIDENTS HAPPENING SO OFTEN, THE IMPORTANCE OF BEING IN A SAFE AND SECURE ENVIRONMENT CANNOT BE STRESSED ENOUGH.THE INSTALLATION OF BOTH ACCESS CONTROL, AND THE LAYERS OF PROTECTION, SUCH AS SAFETY AND SECURITY FENCING, WILL HELP DISCOURAGE VIOLENT BEHAVIOR ON OUR CAMPUSES. RIO GRANDE CITY GRULLA ISDS STRATEGY IS COMMUNITY DRIVEN CRIME PREVENTION THROUGH ENVIRONMENTAL DESIGN (CPTED), A MULTIDISCIPLINARY STRATEGY THAT USES URBAN PLANNING, ARCHITECTURAL DESIGN, AND THE MANAGEMENT OF SPACES TO REDUCE VIOLENT CRIMES. EFFECTIVE EDUCATION REQUIRES A SAFE ENVIRONMENT. CONTROLLING ACCESS AT SCHOOLS IS PARAMOUNT AND IS THE FIRST LINE OF DEFENSE SHOULD THERE BE A SECURITY BREACH. BY INSTALLING ACCESS CONTROL, WE ARE ENSURING THAT ONLY PEOPLE THAT BELONG TO SCHOOL ARE ABLE TO MAKE THEIR WAY IN, AND THAT ALL DOORS ARE BEING MONITORED AT ALL TIMES. AN ACCESS CONTROL SYSTEM ENABLES SCHOOLS TO RESTRICT, CONTROL AND MONITOR THE MOVEMENT OF PERSONS, VEHICLES, AND ASSETS WITHIN THE CAMPUS. IT ALLOWS US THE POWER TO LOCK A SINGLE DOOR OR ALL DOORS FROM A CENTRALIZED LOCATION WITH A PRESS OF A BUTTON. OUR DISTRICT PLANS TO BUILD SAFETY AND SECURITY FENCING EXTENDING FROM THE VISITOR PARKING LOT LEADING UP TO THE FRONT ENTRANCE TO DIRECT ALL VISITORS TO THE FRONT OFFICE TO GET SCANNED WITH THE METAL DETECTORS AND SIGNED IN AT THE FRONT OFFICE, WHILE AT THE SAME TIME PREVENTING THE UNAUTHORIZED ENTRANCE INTO THE OTHER BUILDINGS, THUS ALLOWING OUR STUDENTS TO SAFELY ACCESS THEIR CLASSES IN THE DIFFERENT BUILDINGS THROUGHOUT THE CAMPUS, USING THEIR ACCESS CONTROL KEYS. AT THIS TIME THERE IS NO WAY TO SECURE THE ACCESS TO OTHER BUILDINGS FROM THE PARKING LOT. ANYONE CAN GET OFF THEIR VEHICLE AND MAKE THEIR WAY TO ANY BUILDING WITH THE POSSIBILITY OF NOT BEING NOTICED BY THE FEW SECURITY OFFICERS WE HAVE. KEY PARTNERSHIPS AND STAKEHOLDERS THAT PLAY A ROLE IN THE IMPLEMENTATION OF THIS AWARD INCLUDE THE SUPERINTENDENT, FINANCE DIRECTOR, FEDERAL PROGRAMS DIRECTOR, SAFETY DIVISION, PRINCIPAL AND SCHOOL POLICE DEPARTMENT. ALL THESE STAKEHOLDERS PLAY A CRUCIAL ROLE IN THE SUCCESS AND IMPLEMENTATION OF THIS AWARD. EXTERNAL STAKEHOLDERS INCLUDE BUT ARE NOT LIMITED TO ANY LAW ENFORCEMENT AGENCY THAT RESPONDS TO AN ACTIVE ATTACKER INCIDENT, AND PARENTS. THE SAFETY AND SECURITY OF OUR STUDENTS AND OUR STAFF IS PARAMOUNT. OUR GOAL IS TO MAKE SURE EVERYONE GOES HOME TO THEIR FAMILY AT THE END OF THE DAY. THESE FUNDS WILL HELP US REACH OUR GOAL.
