Description

The district has 570 square miles in its footprint, many of the roads are gravel or dirt.mountain view is a rural location with little industry and is largely tourism-based which took a substantial HIT during covid and has not recovered. The average income for an individual is $23,391. Mountain view school district has the second lowest millage rate in the state of 28.91 mills with a collection rate of approximately 91%.the district depends on the tax collection and state funding to operate the district, having such a low millage rate does not allow the district to purchase additional equipment or make improvements that are large expenditures. Mountain view school district is the only school district in the county and is made up of three campuses, mountain view the main campus that has pre-k through twelve and an alternative learning program.rural special a pre-k through twelve campus located in FOX, arkansas approximately twenty miles from the main campus, timbo is also a pre-k through twelve campus located in timbo, arkansas approximately fifteen miles from the main campus. The district is considered an isolated district due to the distance between campuses and size of the footprint. The district has 252 employees and 1,527 students, 76.9% of students are considered economically disadvantaged and more than 70% qualify for the free and/or reduced meal program. The student body make up is 95.3% white, 2.7% hispanic, 0.2% black and 1.8% other races.48% of the students are female, 52% are male and the district has an english language learners make up of 1%.the average per pupil expenditure for the district is $12,260. Due the rural nature of the county, the distance between the campuses and the lay out of the roads in the area, the district would greatly benefit from having access controls on the outer doors on all of our campuses.with the two outer campuses both sitting on highway 263, having only one SRO each and being 15 to 20 minutes away from local law enforcement this security addition would greatly enhance the safety of those campuses. Our main campus sits on highway 66 ( runs east/west) which is the only road that runs from one end of the city to the other limiting response time of local law enforcement. The district was able to install new security cameras on all campuses with esser funding and would like to enhance security for students and staff by adding access controls on all our outer doors, 3M shatter resistant/proof film on all exterior doors and classroom door peep hole coverings. The district has $167,000 infor safety improvements from state funding that could be used tocover our portion of the proposed project that has a projected cost of $667,000.00. If we can be approved for the match waiver this would allow our district to use the safety improvement funds for other pieces of equipment to improve the safety and security of the district. This grant would allow the district to do this important safety and security project that otherwise the district could not afford.
