Description

The districts prek-12 student enrollment is about 2715STUDENTS on 6 campuses, including one early learning center. The district is the primary applicant for the grant funding, with a key partnership with and support from the elizabethton police department (EPD). The EPD contributes to ensuring the safety and security of the campuses by deploying full-time school resource officers (SRO) on each campus and by conducting regular training and drills focused on campus safety and security. The title of this project is: elizabethton city schools- enhancing campus safety and security through installation of classroom door locks and ballistic window film. One of the foundational elements in the districts vision statement is to improve student and staff productivity through a positive school system climate. But sustaining and even continuing to advance that notable goal is dependent upon the district providing a secure physical environment to ensure students and staff feel safe on their campuses. Learning and productivity improvement are undoubtedly more effective in such a positive environment. Among the stated purposes of the school violence prevention program (svpp) statute are coordination with local law enforcement and placement and use of metal detectors, locks, lighting, and other deterrent measures the districts request for grant funds to install an expanded classroom door lock system and ballistic window film at high traffic entry points on the campuses clearly aligns with the purposes of the svpp statute. The grant funds being requested by the district will integrate the door locks on 250 classrooms to connect on or off-line with the existing campus access control system. Ballistic window film will be installed at high traffic entry points on the campuses to prevent or at a minimum delay entry into a campus by an individual posing a threat with a firearm. These two measures will significantly enhance the safety and security of students and staff on the campuses by gaining critical time for students, staff, and first responders to effectively respond to an active threat incident.
