THE WINSTON DILLARD SCHOOL DISTRICT IS A SMALL, RURAL DISTRICT LOCATED IN DOUGLAS COUNTY, OREGON. ONE HUNDRED PERCENT OF OUR STUDENTS ARE ON SUBSIDIZED MEALS FROM THE FEDERAL GOVERNMENT AND OUR COMMUNITY HAS LIMITED RESOURCES TO CONTRIBUTE TO LARGE-SCALE SAFETY ENHANCEMENTS IN THE DISTRICT. WITH SECURITY BEING OF PARAMOUNT IMPORTANCE WITH THE RISING RATES OF SCHOOL VIOLENCE IN THE UNITED STATES, OUR SCHOOL DISTRICT IN COLLABORATION WITH THE WINSTON POLICE DEPARTMENT, DOUGLAS COUNTY SHERIFF'S DEPARTMENT, AND OUR LOCAL FIRE DEPARTMENT, DETERMINED THAT SIGNIFICANT UPGRADES WERE NEEDED IN OUR SCHOOLS TO ASSURE THE SAFETY OF STAFF, STUDENTS, AND THE COMMUNITY. WE HAVE A UNIQUE RELATIONSHIP WITH OUR CITY POLICE DEPARTMENT IN WINSTON AND PARTNER WITH THEM TO PROVIDE TWO SAFETY RESOURCE OFFICERS FOR OUR DISTRICT. WE ALSO MEET YEARLY WITH THE WINSTON FIRE DEPARTMENT AND DOUGLAS COUNTY SHERIFF'S DEPARTMENT REGARDING DISASTER PREPAREDNESS INCLUDING A MORE COLLECTIVE, COORDINATED RESPONSE TO RECENT SWATTING INCIDENTS IN OUR COUNTY. WE IDENTIFIED SEVERAL AREAS OF NEED IN THE DISTRICT THAT WE ARE REQUESTING ASSISTANCE FOR AS PART OF OUR SAFETY FIRST FOR WINSTON-DILLARD KIDS GRANT APPLICATION: INCREASED COMMUNICATION IN BUILDINGS. IMPROVED COMMUNICATION THROUGHOUT THE COUNTY FOR RESPONDING TO SWATTING INCIDENTS AND OTHER LAW ENFORCEMENT RESPONSES. CONTROLLED ACCESS IN ALL BUILDINGS. IMPROVED FENCING TO HELP SECURE THE PERIMETER OF OUR FACILITIES. COUNTY WIDE TRAINING FOR SCHOOL DISTRICTS AND LAW ENFORCEMENT TO COORDINATE RESPONSE AND CONSISTENCY OF COMMUNICATION. RADIO ENHANCEMENT TECHNOLOGY FOR DOUGLAS HS THAT WILL ENABLE LAW ENFORCEMENT STAFF TO COMMUNICATE BY RADIO. ACQUISITION AND INSTALLATION OF TECHNOLOGY FOR EXPEDITED NOTIFICATION TO LAW ENFORCEMENT DURING AN EMERGENCY. ENHANCED LIGHTING AND OTHER EXTERIOR SECURITY MEASURES. INCREASE THE NUMBER OF CAMERA FEEDS. KEY PARTNERS: EVERGREEN FAMILY MEDICINE (TELEHEALTH SUPPORT) ADAPT (MENTAL HEALTH PREVENTION/EDUCATION) LINES FOR LIFE SUICIDE PREVENTION (QPR TRAINING AND SUICIDE PLAN EVALUATION) ROSEBURG THERAPY (MENTAL HEALTH SERVICES) DOUGLAS ESD (PROFESSIONAL DEVELOPMENT, PARENTING CLASSES, AND BEHAVIORAL SPECIALIST PROGRAM) WINSTON POLICE DEPARTMENT (SAFETY RESOURCE OFFICER PARTNERSHIP) DOUGLAS COUNTY SHERIFF'S DEPARTMENT (DOUGLAS COUNTY SAFETY ALLIANCE BETWEEN DISTRICTS AND LAW ENFORCEMENT) WILDLIFE SAFARI AND LDS CHURCH REUNIFICATION SITES GOAL AND INTENDED OUTCOMES: CONTROLLED ACCESS AT ALL BUILDINGS TO ENABLE STAFF AND STUDENTS TO FEEL MORE SECURE AT SCHOOL AND LESSEN THE ANXIETY OF OUTSIDE SECURITY THREATS.
