Description

Identified concerns from this committee were brought to the board of education. The board took this information and hired a third party to provide a vulnerability assessment and safety recommendations were made. These recommendations were then presented to provide to the staff in order to rank the most need in ranking the recommendations. The survey was then presented to the board of education finance and buildings & grounds committees. The committees then formed a ranking of what needs to be addressed first. Upon the ranking, we met with our local police and fire departments to partner in looking at these recommendations. IT was through these meetings that we discovered many other issues such as lack of communication within the buildings, vision within the buildings, theft/burglary prevention and vestibule security that should be addressed to enhance the response time from both our fire and police departments. Both departments quickly reckognized the need for fencing at wanda kendall and glenn raymond schools. They disagreed in the location. What was proposed could lead to a bottleneck of students and easily make them targets. They also were adamant about building automation systems. They currently arrive on the scene and have to retrieve access to each building through a lock box located in the front of each office. This gives perpetrators an advantage, because they know where help will have to respond in order to gain access. By using universal building automation systems and both police and fire departments having FOB access to any door, they can respond to any door to gain access to the building. This goes hand in hand with a closed captioned television sytem or CCTV. Both departments have no access to IT. They cannot see what is happening inside the building. Wanda kendall has no CCTV system and glenn raymond has a system so old, IT has no capacity to record and all analog cameras well beyond their shelf life. Updating this system would enable the police and fire departments to be able to see within the schools and use recordings to prevent theft and burglary attempts. The fire department would be able to quickly respond to calls and view in advance of arriving the problem area. Wanda and glenn both do not have a vestibule. Local dollars will be used to construct these areas, but panic buttons and CCTV cameras can be installed along with bullet proof visitor windows through this grant. Screening could then be secured when a visitor comes to the office of these buildings. Since all of the buildings were built anywhere from 1938 to the 1970's, single pane windows are original to the building. Breaking these ground level glass provides an easy way for a perpetrator to gain access inside the building. In short, an active shooter would not have easy access to entering any building. This grant would provide for all of these safety precautions for unit 9.
