BOULDER POLICE DEPARTMENT SEEKS TO PURCHASE THE VIRTUAL REALITY (VR) SYSTEMS INTO THE EXISTING POLICE DE-ESCALATION TRAINING REGIMEN. OVERSIGHT AND MANAGEMENT OF THE VR SYSTEM IMPLEMENTATION WILL BE HANDLED BY THE COMMANDER WHO OVERSEES THE TRAINING DIVISION. TRAINERS WILL BE TRAINED WHEN EQUIPMENT IS RECEIVED, AND BASELINE OFFICER SURVEYS WILL BE CONDUCTED. A COMBINATION OF ANNUAL AND ONE-TIME DELIVERABLES WILL BE PROVIDED. ON AN ANNUAL BASIS, REPORTING WILL BE PROVIDED ON OFFICER TRAINING HOURS WITH THE VR SYSTEM, OFFICER USE OF FORCE APPLICATIONS, SUSTAINED INJURIES DURING USE OF FORCE ENCOUNTERS, RESULTS OF THE OFFICER CONFIDENCE SURVEY, AND INTERVIEW TRANSCRIPTIONS ASSOCIATED WITH NON-AGENCY PERSONNEL PERCEPTIONS BEFORE AND AFTER PARTICIPATION IN VR SCENARIOS. AT THE CONCLUSION OF THE PROJECT A FINAL REPORT WILL BE PROVIDED THAT EVALUATES THE OVERALL IMPACT OF THE VR SYSTEMS WITH A SPECIAL EMPHASIS ON 1) CONSTRUCTIVE CHANGES IN USE OF FORCE ENCOUNTERS, 2) OFFICER CONFIDENCE WITH DE-ESCALATION TECHNIQUES AND EQUIPMENT, AND 3) POLICE OVERSIGHT AUTHORITY PERCEPTIONS.
