DESCRIPTION: THIS AGREEMENT PROVIDES ASSISTANCE TO THE ALATNA VILLAGE TO BUILD ITS CAPACITY TO ADMINISTER ENVIRONMENTAL PROGRAMS ON INDIAN LANDS IN FY24.ACTIVITIES:AFTER SEVERAL YEARS OUT OF THE PROGRAM, ALATNA WILL USE THIS NEW GAP GRANT TO BUILD ITS FINANCIAL AND ADMINISTRATIVE CAPACITY, MANAGE THE GRANT FINANCIALLY, BUILD ITS SOLID WASTE MANAGEMENT CAPACITY, AND CONDUCT ENVIRONMENTAL RESEARCH AND EDUCATION.SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:ANTICIPATED DELIVERABLES INCLUDE AN EPA-TRIBAL ENVIRONMENTAL PLAN, QUARTERLY PROGRESS REPORTS, TRIP REPORTS, THE ANNUAL SF-425, REPORTS ON RECYCLING, HOUSEHOLD HAZARDOUS WASTE, AND E-WASTE COLLECTED, A BACKHAUL INVENTORY, DOCUMENTATION ON THE LANDFILL PERMIT, MONTHLY LANDFILL INSPECTION LOGS, A PROJECT PLAN FOR THE LANDFILL, A MONTHLY NEWSLETTER, AND SOCIAL MEDIA POSTS. EXPECTED OUTCOMES INCLUDE INCREASED STAFF AND COUNCIL KNOWLEDGE OF GRANTS ADMINISTRATION AND MANAGEMENT, KNOWLEDGE OF ENVIRONMENTAL ISSUES AND PROTECTION, AND ABILITY TO RESPOND TO LOCAL ENVIRONMENTAL CONCERNS; COMPLIANCE WITH PROGRESS AND FINANCIAL REPORTING REQUIREMENTS, DEVELOPMENT OF POSITION DESCRIPTIONS, AND AN UNDERSTANDING OF THE TRIBE'S BOOKKEEPING PRACTICES, AS WELL AS IMPROVED SOLID WASTE MANAGEMENT, POLLUTION PREVENTION AND RECYCLING WITHIN THE COMMUNITY, A REDUCTION IN THE AMOUNT OF RECYCLABLES AND HAZARDOUS WASTES ENTERING THE LANDFILL, AND INCREASED COMMUNITY AND COUNCIL AWARENESS OF SOLID AND HAZARDOUS WASTE'S POTENTIAL ENVIRONMENTAL IMPACTS AND KNOWLEDGE OF POLLUTION PREVENTION PRACTICES AND RECYCLING OPPORTUNITIES. THE INTENDED BENEFICIARIES ARE MEMBERS OF THE ALATNA TRIBE.
