DESCRIPTION:THE AGREEMENT PROVIDES CONDUCT AMBIENT AIR MONITORING OF POLLUTANTS OF GREATEST CONCERN IN COMMUNITIES WITH ENVIRONMENTAL AND HEALTH OUTCOME DISPARITIES STEMMING FROM POLLUTION AND THE COVID-19 PANDEMIC.ACTIVITIES:THE ACTIVITIES WILL BE USED TO SUPPORT COMMUNITY AND LOCAL EFFORTS TO MONITOR THEIR OWN AIR QUALITY AND TO PROMOTE AIR QUALITY MONITORING PARTNERSHIPS BETWEEN COMMUNITIES AND TRIBAL, STATE, AND LOCAL GOVERNMENTS THAT: LEVERAGE EXISTING AIR QUALITY EXPERTISE, EXPAND USE OF COMMUNITY MONITORING GROUPS AND OTHER APPROACHES THAT GIVE THE COMMUNITY A VOICE IN THE MONITORING OF THE AIR QUALITY, AND BUILD A FOUNDATION OF TRUSTING RELATIONSHIPS AND ENHANCED UNDERSTANDING FROM WHICH SUSTAINABLE SOLUTIONS TO COMMUNITY AIR POLLUTION PROBLEMS CAN BE FOUND. SUBRECIPIENT:ONE SUBRECIPIENT WILL BE RESPONSIBLE FOR CARRYING OUT THE COMMUNITY INVOLVEMENT SEGMENT OF THIS WORKPLAN. THE AGENCY WILL HELP PREPARE A COMMUNITY ENGAGEMENT PLAN BY IDENTIFYING AND ENGAGING WITH KEY COMMUNITY MEMBERS AND OTHER INTERESTED STAKEHOLDERS. A GOAL IS TO LEAD DISCUSSIONS REGARDING COMMUNITIES' CONCERNS WITH LOCAL AND COMMUNITY-BASED ORGANIZATIONS THAT HAVE EXPERIENCE ENGAGING UNDERSERVED AND DIVERSE POPULATIONS. THEY WILL OVERSEE THE COMMUNITY-LED AIR MONITORING ACTIVITIES (WALKING OR BIKING TOURS, ETC.) THAT WILL USE PORTABLE HAND-HELD SENSORS WHICH CAN BE CROSS-REFERENCED TO THE RESEARCH-GRADE INSTRUMENTS IN THE TREE. A DIFFERENT SUBRECIPIENT WILL ANALYZE THE DATA TO IDENTIFY DOMINANT SOURCES AND HEALTH RISKS. OUTCOMES:THE ANTICIPATED DELIVERABLES INCLUDE: IN FOUR COMMUNITIES THAT PSCAA IDENTIFIED AS BEING DISPROPORTIONATELY IMPACTED, PSCAA WILL DEPLOY AN INNOVATIVE AIR MONITORING APPROACH USING A TREE (TRAILER FOR RESEARCHING ENVIRONMENTAL EQUITY) EQUIPPED WITH STATIONARY REFERENCE INSTRUMENTS AT A FIXED LOCATION BASED ON COMMUNITY INPUT TO EXPLORE THEIR NEIGHBORHOOD AIR QUALITY CONCERNS. BRANCHING OUT FROM THE TREE WILL BE COMMUNITY-LED AIR MONITORING ACTIVITIES (WALKING OR BIKING TOURS, ETC.) THAT WILL USE PORTABLE HAND-HELD SENSORS WHICH CAN BE CROSS-REFERENCED TO THE RESEARCH-GRADE INSTRUMENTS IN THE TREE. OUTCOMES: PSCAA WILL LEVERAGE THEIR CURRENT WEB-BASED TOOLS AND DEVELOP THEM FURTHER FOR DISPLAYING AND COMMUNICATING THE DATA AS CLOSE TO REAL-TIME AS POSSIBLE. OUR UNIV. OF DATA WILL BE ANALYZED TO IDENTIFY DOMINANT SOURCES AND HEALTH RISKS. WE WILL SHARE DATA AS IT IS COLLECTED AND COMMUNICATE THE RESULTS REGULARLY TO OUR COMMUNITY PARTNERS, WITH THE AIM OF INCREASING AWARENESS, EDUCATING, AND HELPING THE COMMUNITIES TO DEVELOP GOALS AND ACTION PLANS. PSCAA VISION IS THAT THIS APPROACH CAN CONTINUE BEYOND THE TIMELINE OF THE GRANT; AND BECOME A BEACON FOR HOW GOVERNMENT AGENCIES AND COMMUNITIES CAN SHARE POWER, EXCHANGE INFORMATION, AND PROVIDE DISADVANTAGED COMMUNITIES WITH FLEXIBLE, RESPONSIVE AIR QUALITY RESOURCES. WHO BENEFITS: COMMUNITY MEMBERS IN 4 DISPROPORTIONATELY IMPACTED NEIGHBORHOODS IN SEATTLE AND TACOMA WASHINGTON. THE INTENDED BENEFICIARIES INCLUDE COMMUNITY MEMBERS FROM 4 SEATTLE AND TACOMA NEIGHBORHOODS DISPROPORTIONATELY IMPACTED
