DESCRIPTION: THE NATIVE VILLAGE OF DEERING WILL REPLACE TWO (2) TIER 1 DIESEL GEN-SETS, WITH TWO (2) MORE EFFICIENT TIER 3 DIESEL GEN-SET WITH UPGRADE TO THE EASYGEN CONTROLLERS. THE CITY OF DEERING CURRENTLY OWNS AND OPERATES THE IPNATCHIAQ ELECTRIC COMPANY (IEC) WHICH OPERATES THE POWER PLANT AND ELECTRIC DISTRIBUTION SYSTEM AND PROVIDES ELECTRIC UTILITY SERVICE TO THE ENTIRE COMMUNITY OF DEERING, ALASKA. THEY WILL OWN AND OPERATE THE PROPOSED NEW GEN-SETS WHICH WILL ALSO INTERFACE WITH SYSTEM CONTROLS RELATED TO THE WIND-SOLAR BATTER-DIESEL HYBRID SYSTEM. ACTIVITIES: ACTIVITIES TO BE PERFORMED UNDER THIS PROJECT INCLUDE: 1.) SOLICIT BIDS FOR CONTRACTOR AND SELECTION OF CONTRACTOR FOR PROJECT, 2.) ORDER GEN-SETS AND ASSOCIATED EQUIPMENT, 3.) SHIPMENT OF ENGINE-GENERATOR SET TO DEERING, ALASKA, 4.) INSTALL GEN-SET REPLACEMENT, INSPECTION SITE-VISIT TRIP, BEGIN PERFORMANCE DATA COLLECTION, 5.) DISABLE THE OLD ENGINES BY DRILLING HOLE THROUGH ENGINE BLOCK AND PHOTO DOCUMENT, 6.) EXPAND DATA COLLECTION, AND 7.) COMPLETE ALL REQUIRED REPORTING AND VERIFY FUEL REDUCTIONS. OUTCOMES: THE PRIMARY OUTPUTS FROM THIS PROJECT WILL BE THE REPLACEMENT OF TWO (2) DIESEL GEN-SETS WITH MORE EFFICIENT, CLEANER UNITS. A MEMORANDUM OF AGREEMENT BETWEEN THE TRIBE, CITY, AND NORTHWEST ARCTIC BOROUGH (NAB) HAS BEEN SIGNED. A SUBAWARD TO NAB WILL BE ISSUED FOR PROJECT MANAGEMENT AND GRANT ADMINISTRATION. PROJECT OUTCOMES WILL BE 18,286 GALLONS OF DIESEL FUEL AND CORRESPONDING EMISSIONS REDUCTION, AND AIR QUALITY IMPROVEMENTS ANNUALLY. OUTCOMES WILL BE IMPROVED AIR QUALITY AND HEALTH AND WELLNESS OF THE RESIDENTS DUE TO SIGNIFICANT REDUCTIONS IN EXPOSURE TO AIR POLLUTION. SUBRECIPIENT: A SUBAWARD WILL BE PUT IN PLACE FOR THE NATIVE ARCTIC BOROUGH (NAB) TO PROVIDE PROJECT MANAGEMENT AND GRANT ADMINISTRATION SUPPORT.
