DESCRIPTION: THE PURPOSE OF THIS AMERICAN RESCUE PLAN AGREEMENT IS TO PROVIDE FUNDING UNDER SECTION 103 OF THE CLEAN AIR ACT TO DETROITERS WORKING FOR ENVIRONMENTAL JUSTICE (DWEJ) TO IMPLEMENT THE DETROIT AND HIGHLAND PARK DECARBONIZATION CONTRACTOR ACCELERATOR PROGRAM. THIS PROGRAM AIMS TO MITIGATE ENVIRONMENTAL HEALTH DISPARITIES BY TRAINING CONTRACTORS TO IMPROVE ENERGY EFFICIENCY AND REDUCE INDOOR AIR POLLUTION. ACTIVITIES: DWEJ WILL RECRUIT, SUPPORT, AND TRAIN LOCAL MINORITY- AND WOMEN- OWNED BUSINESS ENTERPRISE CONTRACTORS ABOUT PUBLIC HEALTH, ENVIRONMENTAL/CLIMATE JUSTICE ISSUES AND SOLUTIONS TO AIR POLLUTION. NOTABLY DECARBONIZATION THROUGH ELECTRIFICATION AND SOLAR ENERGY. PROPOSED TRAINING WILL HELP INCOMING CONTRACTORS IMPROVE THEIR KNOWLEDGE OF ENVIRONMENTAL HAZARDS, LEARN FROM ESTABLISHED CONTRACTORS, AND ADDRESS ADMINISTRATIVE GAPS. OUTCOMES: EXPECTED OUTCOMES ARE INCREASING MINORITY CONTRACTORS' CAPACITY FOR HIRING THE LOCAL WORKFORCE THEMSELVES, EDUCATE THEIR RESPECTIVE COMMUNITIES, AND BE ABLE TO COMPETE FOR LARGER INFRASTRUCTURE PROJECTS. DIRECT BENEFICIARIES INCLUDE RESIDENTS OF DETROIT, MI AND HIGHLAND PARK, MI. DWEJ WILL ISSUE STIPENDS TO WORKSHOP FACILITATORS AND CONTRACTORS PARTICIPATING IN THE TRAINING PROGRAM. THE WORKSHOP FACILITATORS WILL CONDUCT TRAINING SESSIONS, SHARE RESOURCES, AND BEST PRACTICES. SUBRECIPIENT: NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.
