- Description
- The purpose of this cooperative agreement is to support implementation of the bipartisan infrastructure law (BIL) through the massachusetts bays national estuary partnership (MBP) comprehensive conservation and management plan (ccmp). The cooperative agreement supports activities that will address the key challenges facing massbays with particular emphasis on impaired water quality and habitat, climate vulnerability, and impacts on EJ communities. Work under the agreement will focus on: - accelerating and more extensively implementing the ccmp by providing an opportunity to execute long-term projects within MBP communities, leverage additional resources for significant projects, and work with key stakeholders to advance a wide range of projects identified in the newly revised ccmp; - ensuring that benefits of federal investments from estuary program projects are shared equitably among communities by prioritizing projects that flow to historically disadvantaged communities; - building the adaptive capacity of ecosystems and communities to withstand climate change impacts by working with federal, state, and local partners, often using green infrastructure and nature-based solutions and especially those that protect and restore key habitats that increase resiliency and carbon sequestration. In identifying priority actions, massbays will select projects that advance the climate resilience of ecosystems and communities and deliver climate emissions mitigation CO-benefits; and - leveraging additional resources through collaboration with other federal agencies and new partners. Activities:under this workplan key activities include, but are not limited to: - managing the healthy estuaries small grant program to make awards to local partners engaged in monitoring and planning for infrastructure improvements - advancing stormwater management to improve water quality and address flooding in the city of malden - developing solutions to flooding and water quality impairments in merrimack river tributaries - supporting municipal and regional actions that promote climate resilient coastal habitats and communities, specifically: - the merrimack river watershed council and mystic river watershed association will lead local projects in their regions that directly address situations in which lack of local capacity has hindered progress on water management. - massbays' regional service providers will also invest BIL funds into programming and staffing that will build local capacity to undertake infrastructure improvements. - massbays' central staff will initiate implementation of region-wide plan for longer-term continuous monitoring, provide direct support to EJ communities seeking assistance with community-initiated water quality and habitat monitoring, and develop a five-year plan for BIL funding implementation aligned with ccmp goals, especially with regard to empowering EJ and other underserved communities to bring their voices to decision making at multiple levels and in a variety of settings.subrecipient:highlighted activities through subawards include: - selection and funding of new local projects that will contribute to meeting ccmp goals - updated stormwater ordinance to MS4 permit standards via GAP analysis to identify current state of malden stormwater management and future funding needs; technical analysis on potential role of a stormwater utility; analysis of opportunities to site green infrastructure; and installation of ten infiltration trenches in strategic locations along the malden river. - focus on the spicket and shawsheen rivers/watersheds to engage key stakeholders and partner agencies; sampling and analysis on the spicket and shawsheen rivers to inform amended merrimack river WQ monitoring quality assurance project plan (qapp); site-specific watershed-based plans consistent with EPA 319 guidance; conceptua
