About this award

The Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Mental Health Services awarded the Texas Health and Human Services Commission a $5.585 million formula grant under the Projects for Assistance in Transition from Homelessness (PATH) program (CFDA 93.150) effective September 1, 2025, through August 31, 2027. The PATH program provides comprehensive services to individuals with serious mental illness (SMI) and co-occurring substance use disorders (COD) who are experiencing homelessness or at imminent risk of homelessness. Funded services include outreach, screening, diagnostic treatment, psychiatric rehabilitation, community mental health services, substance abuse treatment, case management, residential supportive services, and housing assistance designed to stabilize vulnerable populations and facilitate transition from homelessness.

The Texas Health and Human Services Commission distributed the formula grant to nineteen local mental health authorities and community-based organizations across the state serving as sub-awardees, including Tarrant County (My Health My Resources), Harris County (The Harris Center for Mental Health & IDD), Austin-Travis County (Integral Care), and additional providers in South Texas, West Texas, and other regions. These sub-awardees, awarded between March and April 2026, operate as PATH providers delivering direct services to individuals experiencing homelessness with serious mental illness and substance use disorders throughout Texas. The sub-awards enable localized service delivery while maintaining alignment with SAMHSA's federal objectives to reduce and eliminate homelessness among vulnerable populations with behavioral health needs.
