The Department of Housing and Urban Development Public and Indian Housing Office awarded Richmond Redevelopment $3,024,139 under the Public Housing Operating Fund (CFDA 14.850) on January 1, 2026, for operating and maintenance expenses of public housing dwellings in Richmond, Virginia through December 31, 2030.
Richmond Redevelopment, the local Public Housing Agency serving the Richmond metropolitan area, uses the funding for day-to-day operational expenses including management and operations, routine and preventative maintenance, anti-crime and security activities, energy costs, resident supportive services, insurance, and administrative and program implementation costs under Section 9 of the U.S. Housing Act of 1937. The operating fund supports housing for lower-income families, including populations of which 44 percent are elderly residents and 35 percent are families with children.
The Public Housing Operating Fund is a $5 billion formula grant program providing operating subsidies to approximately 6,000 housing authorities nationwide to assist in funding operations and maintaining minimum operating reserves. Funding is distributed based on submission of the Operating Fund calculation forms (HUD-52723 and HUD-52722). Recipients must maintain an Annual Contribution Contract and Cooperative Agreement with HUD. Richmond Redevelopment implements all funded activities directly with no sub-recipients.
