The Department of Housing and Urban Development's Assistant Secretary for Community Planning and Development awarded the City of Charleston $1,212,240 under the Housing Opportunities for Persons with AIDS (HOPWA) program on September 17, 2025, for the period of September 17, 2025 through September 16, 2028.
HOPWA formula funding supports housing assistance, supportive services, program planning, and development costs for low-income individuals with HIV/AIDS and their families. Eligible activities include permanent housing delivered through tenant-based (scattered-site) and facility-based rental assistance, as well as transitional or short-term housing assistance. The City of Charleston will implement activities identified in its Consolidated Plan and Annual Action Plan, with expected outcomes focused on establishing stable housing, reducing homelessness risk, and improving access to healthcare and supportive services.
The City of Charleston passed through funding to two sub-recipients. Roper Hospital, Inc. received a sub-award on December 9, 2025, to provide administrative and housing costs related to housing and related services for persons with HIV or AIDS. Lowcountry Aids Services, doing business as Palmetto Community Care, received a sub-award on October 8, 2025, for administrative and housing costs related to the provision of housing and related services for persons with HIV or AIDS. Place of performance is Charleston, South Carolina.
