The U.S. Department of Housing and Urban Development (HUD) awarded a $2,992,153 HOPWA (Housing Opportunities for Persons with AIDS) Formula Grant to the South Carolina Department of Public Health (SCDPH) on September 10, 2024. The grant will fund a range of HOPWA activities to be implemented by SCDPH over a 3-year period through September 9, 2027. The primary objectives of the HOPWA program are to establish stable housing, reduce homelessness risk, and improve access to healthcare and supportive services for low-income individuals and families living with HIV/AIDS. SCDPH, as the grant recipient, must identify eligible HOPWA activities, such as tenant-based and facility-based rental assistance, transitional and short-term housing, and supportive services, in their Consolidated Plan and Annual Action Plan submitted to HUD. SCDPH is required to submit annual performance reports on grant expenditures, program activities, and household outcomes related to housing stability, homelessness prevention, and access to care.
