Description

As documented in the national AML inventory, the total estimated cost of unfunded, health and safety hazards is approximately $3.9 billion.activities to be performed: the primary objective is to protect public health, safety, and property from past coal mining with a secondary objective to enhance the environment through reclamation andrestoration of land and water resources. Funds received will be used to abate AML emergencies, hazardous AML features, treat acid mine drainage (AMD), and provide potable water to communities impacted by pre-law mining. Unfunded, high priority, AML features inventoried in the federal database validates the need for AML funding.expected deliverables or outcomes: overall improvement to the quality of life for citizens living in coalfield communities is the result of abatement of AML emergencies, AML features and treatment of AMD, as well as providing potable water to communities with degraded drinking water supplies due to pre-law mining. The primary long-term benefit of AML reclamation activities in general is the permanent elimination of documented human health and safety hazards, which resulted from the past mining of coal. Long-term benefits include improvements in aesthetics, topography, hydrology, and land use. These reclaimed sites also have an improved ability to support native vegetation and wildlife due primarily to the establishment of adequate soil conditions and ground cover. Many projects also have an economical benefit to the local communities as the restored areas can be put into productive use for farming or livestock or can be developed for commercial or industrial purposes. The continued operation and maintenance of existing AMD treatment systems is performed to preserve the environmental and economic benefits associated with restored streams and rivers. The work proposed will be performed in accordance with pennsylvania's abandoned mine reclamation plan, as amended, and in accordance with the provisions of P.L. 95-87, as amended, the title IV regulations and the federal assistance manual.subrecipient activities (if known or specified at time of award): n/a
