Operating funds support management and operations, routine and preventative maintenance, anti-crime and security activities, energy costs, resident supportive services, insurance, debt service, and administrative and program implementation expenses required under the Housing Act of 1937 and program regulations. The recipient may also allocate funds to operating costs for privately owned public housing units within mixed-finance projects and Turnkey III projects under final lease purchase agreements. PHAs have access to web-based platforms providing real-time metrics on funding levels, occupancy rates, and families served.

The Public Housing Operating Fund is a $5 billion national program serving approximately 6,000 housing authorities and 1,590,321 public housing residents in 902,436 households, with 44 percent elderly residents and 35 percent families with children.
