This formula grant funds the acquisition, rehabilitation, and development of affordable rental housing for low and very low-income households in the Knoxville, Tennessee area, consistent with the program's objectives to expand the supply of affordable housing and strengthen local capacity to implement comprehensive housing strategies.
As a participating jurisdiction, County of Knox will utilize these funds to support eligible HOME activities including owner-occupied housing rehabilitation, homebuyer assistance programs, rental housing acquisition and rehabilitation, and potentially tenant-based rental assistance. All housing units assisted through this award must meet income targeting requirements and remain affordable for 5 to 20 years depending on the specific activity type and level of HOME funding contribution. The county is required to maintain comprehensive records for five years beyond the affordability periods and submit annual action plans and certifications in accordance with 24 CFR Part 91 requirements.
