The City of York received a $465,953.04 formula grant award from the Department of Housing and Urban Development (HUD), Assistant Secretary for Community Planning and Development, under the Home Investment Partnerships Program (CFDA 14.239), effective September 18, 2025, with a completion date of September 30, 2034. This allocation supports the city's affordable housing initiatives through funding for rehabilitation of owner-occupied housing, homebuyer assistance, acquisition and rehabilitation of rental housing, and tenant-based rental assistance for low- and very low-income households.
As a participating jurisdiction under the HOME program, the City of York will utilize these formula-allocated funds to finance affordable housing activities that meet federal income targeting and affordability requirements. Housing units assisted through this award must remain affordable to low-income households for periods ranging from 5 to 20 years, depending on the activity type and level of HOME funding contribution. The city may undertake HOME-funded projects directly or provide funds to developers and other affordable housing partners. As an established recipient of HOME formula grants with a demonstrated track record in managing affordable housing programs, the City of York is required to maintain comprehensive records and comply with applicable planning and reporting requirements under 24 CFR Part 91.
