The HOME program distributes funding by formula to states and local governments to expand the supply of affordable housing, particularly rental housing, for low and very low income residents, and to strengthen the capacity of state and local governments to design and implement strategies for adequate supplies of decent housing. Eligible recipients include states, cities, urban counties, and consortia of contiguous units of general local government. Participating jurisdictions must submit a Consolidated Plan every five years and annual action plans and certifications each year, with HUD review occurring within 45 days of submission. Grantees must maintain records documenting compliance with program requirements for the most recent five-year period; records required to document affordability periods must be retained for five years beyond that mandatory retention window. Formula allocations may not be appealed.
