Lancaster County received a $1.546 million formula grant from the Department of Housing and Urban Development's Assistant Secretary for Community Planning and Development under the Home Investment Partnerships Program (CFDA 14.239) on September 18, 2025. This award, with a completion date of September 30, 2034, supports affordable housing activities including rehabilitation of owner-occupied housing, homebuyer assistance, acquisition and rehabilitation of rental housing, and tenant-based rental assistance to low-income households throughout the county.
All housing assisted through these funds must meet specific income targeting and affordability requirements, with units required to remain affordable for 5 to 20 years depending on the type of activity and level of HOME funding contributed. As an established Participating Jurisdiction, Lancaster County may undertake HOME projects directly or distribute funds to developers, owners, and other partners for affordable housing development and rental assistance activities. The county must maintain records documenting compliance with program requirements for a minimum of five years beyond the affordability period and submit annual Action Plans and five-year Consolidated Plans for HUD review in accordance with applicable federal regulations.
