The City of Vineland received a formula grant award of $553,146.11 from the U.S. Department of Housing and Urban Development (HUD), Assistant Secretary for Community Planning and Development, under the Home Investment Partnerships Program (CFDA 14.239) on September 22, 2025. The award extends through September 30, 2034, and supports affordable housing development and rental assistance activities in Vineland, New Jersey.
Under this formula grant, the City of Vineland will utilize funding to support eligible HOME program activities, which may include rehabilitation of owner-occupied housing, homebuyer assistance, acquisition and rehabilitation of rental housing, and tenant-based rental assistance for low and very low-income households. All assisted housing units must meet federal income targeting and affordability requirements, with affordability periods ranging from 5 to 20 years depending on the activity type and level of HOME funding contribution. As a participating jurisdiction, Vineland is required to maintain compliance with HUD planning and reporting requirements, including submission of five-year Consolidated Plans and annual Action Plans, and must retain records for five years beyond the affordability periods for all assisted units.
