The Department of Housing and Urban Development's Assistant Secretary for Fair Housing and Equal Opportunity awarded a Cooperative Agreement to the Civil Rights Commission Indiana for $715,410.60 on October 1, 2025, under the Fair Housing Assistance Program (CFDA 14.401).
The award funds administrative costs to support the agency's operation of fair housing complaint processing and enforcement activities through September 30, 2026. Administrative cost funds cover expenses related to basic operations supporting the lifecycle of complaint processing, including potentially state-of-the-art computer systems, internet access, and other information systems concerning fair housing matters. The Civil Rights Commission Indiana will provide HUD with a statement of intended use for the administrative cost funds, which will later measure specific deliverables via performance assessment reporting.
The Fair Housing Assistance Program provides assistance to certified state and local fair housing enforcement agencies to investigate and enforce housing discrimination claims. Eligible agencies must be certified by HUD as providing substantially equivalent rights and remedies as those provided by the Fair Housing Act and must have executed formal written agreements with HUD. FHAP is a reimbursement program; funds are obligated at the end of the fiscal year after regional monitors review processed complaints, and awards occur once the agency and regional director sign off. Agencies that acceptably process 100 or more cases annually receive no less than 10 percent of the preceding year's amount in administrative cost funds in addition to complaint processing funds, contingent on fiscal year appropriations.
