About this award

The Department of Housing and Urban Development Assistant Secretary for Community Planning and Development awarded Pasco County Board of County Commissioners $272,372 under the Emergency Solutions Grant Program (CFDA 14.231) on January 5, 2026.

The award funds five program components: street outreach, emergency shelter operations, homelessness prevention, rapid re-housing assistance, and Homeless Management Information System (HMIS) implementation. ESG funds may also support administrative activities. Under these components, the recipient may rehabilitate or convert buildings into emergency shelters, pay operating expenses for emergency shelters, provide essential services to shelter residents and unsheltered individuals, and deliver housing relocation and stabilization services and rental assistance to help individuals and families who are homeless transition into permanent housing or to prevent homelessness.

Performance runs through January 4, 2028, with place of performance in New Port Richey, Florida. The award is classified as a formula grant, reflecting the ESG program's allocation methodology based on statutory criteria rather than competitive selection. Pasco County's Consolidated Plan, which incorporates the proposed ESG activities, undergoes HUD field office review for plan approval before grant agreement execution. Records must be retained for the greater of five years or as specified in applicable regulations.
