The award funds street outreach, emergency shelter operations, homelessness prevention, rapid re-housing assistance, and homeless management information system activities to help individuals and families experiencing homelessness regain permanent housing stability. The Virgin Islands Housing Finance Authority, a territorial housing finance authority operating in St. Thomas, U.S. Virgin Islands, serves as the prime recipient and distributes ESG funds to developers, nonprofit organizations, and community partners implementing homelessness assistance and emergency shelter activities across the territory. The period of performance runs from April 10, 2026 through April 9, 2028. ESG funds may also support the rehabilitation or conversion of buildings for use as emergency shelter and eligible administrative activities, as set forth in 24 CFR 576.101 through 576.107.
